Under the proposed Joint Rule 24, each member of the Legislature would be limited to requesting no more than 25 pieces of draft legislation and 10 completed routing slips from July 1 to June 30 each year. Variations of the same draft would count as a single request, and revisions of routing slips would also be treated similarly. However, exceptions to these limitations can be granted in writing by the Senate Pro Tempore or the Speaker of the House, and certain types of legislation, such as appropriations or those sponsored by interim committees, would be exempt from these restrictions.
