This bill introduces a new section, 33-3734, to the Idaho Code, which outlines the search process for presidents at state institutions of higher education. It mandates the Idaho State Board of Education to conduct comprehensive searches that involve public updates and the establishment of a search committee composed of diverse stakeholders, including board members, faculty, alumni, and community members. The committee is responsible for maintaining candidate confidentiality while providing recommendations to the board. If the board is dissatisfied with the recommended candidate, it can instruct the committee to continue the search. Importantly, the name of the sole finalist must be disclosed to the public at least ten business days prior to the board's final decision, which must be made in an open meeting.

Additionally, the bill amends Section 74-106 of the Idaho Code, altering the language regarding the disclosure of finalists for positions. It specifies that "the name of the sole finalist" will be made public, replacing the previous requirement for "names of the five final applicants," thereby enhancing transparency in the hiring process while still safeguarding candidate confidentiality. The bill also clarifies the handling and release of personal information by state officials, allowing certain disclosures related to unclaimed property and specifying that campaign contact phone numbers for candidates or committees must be publicly available upon request. An emergency clause is included, enabling the act to take effect immediately upon passage and approval.
