Additionally, if a law enforcement agency is unable to enter into such an agreement, the bill requires that agency to publish a statement explaining the reasons for its inability and any efforts made to establish alternative cooperation with ICE. The bill declares an emergency and sets an effective date of July 1, 2025, for its provisions to take effect.
