Additionally, if a law enforcement agency is unable to enter into the MOA, the bill requires that agency to publish a statement explaining the reasons for this inability and any efforts made to establish alternative cooperation with ICE. The bill declares an emergency, stating that it will take effect on July 1, 2025.
