This bill amends Chapter 3, Title 61 of the Idaho Code by adding a new section, 61-301B, which establishes limitations on the use of customer funds by public utilities for political or lobbying activities. Specifically, it prohibits public utilities from recovering costs associated with political expenditures from their customers through any rates or charges. If a public utility is found to have violated this prohibition, the Idaho Public Utilities Commission is empowered to order refunds with interest and impose fines up to twenty times the amount charged in violation of the law.

Additionally, the bill mandates that each public utility must file an annual report detailing all political expenditures made in the previous year. This report must include an itemization of expenditures, a certification from the chief operating officer confirming that no customer funds were used for political purposes, and a description of any lobbying activities. The report is to be submitted to the commission by January 31 each year, and the commission is required to compile these reports into a single document for submission to the legislative services office and the joint finance-appropriations committee by March 1. The bill declares an emergency and is set to take effect on July 1, 2025.
