This bill amends several sections of the Idaho Code related to public health districts, specifically allowing counties to leave these districts. Under the new provisions, a county can exit a public health district by a majority vote of its board of county commissioners. Once a county has left, it will not be obligated to provide financial support to the district or receive any funds apportioned to it. Additionally, the bill clarifies that a county that has exited a public health district will not be apportioned any contributions for that district and will not be required to provide additional aid to the district.
The bill also includes technical corrections to existing law, particularly in the apportionment of contributions among member counties based on population and taxable market value. The amendments specify that the contributions will be calculated based on the population and market value of the counties still within the district, while those that have left will not be included in this calculation. The bill declares an emergency, making it effective on July 1, 2025.
