This bill amends Section 39-258 of the Idaho Code to update the provisions regarding the release of adoption information to adoptees. Key changes include the stipulation that for adoptions occurring on or after July 1, 2022, the natural or adoptive parentage of each parent must be demonstrated on the new birth certificate. Additionally, it establishes that adoptees aged 18 and older can request a copy of their original birth certificate, medical and demographic information, and the report of adoption, provided they complete a voluntary adoption registration process.

The bill also introduces new provisions for how birth parents can manage their contact preferences with adoptees. Birth parents can indicate a preferred method of contact, request no contact, or ask for their name and other personally identifying information to be redacted for a period of five years. After this period, adoptees can request documents again, and the same provisions will apply. The bill emphasizes that the bureau of vital records and health statistics is not required to provide court records to adoptees under these new rules. An emergency clause is included, making the act effective on July 1, 2025.
