This bill amends Section 22-1002 of the Idaho Code to include a definition for "chickens" as domesticated fowl raised primarily for residential, noncommercial production of eggs or meat, and introduces additional definitions related to urban agriculture, such as "community gardening," "market gardening," "urban farming," and "victory gardening." The bill also adds a new section, 22-1003, which establishes provisions regarding chicken ownership. It asserts that the right to farm is a natural right in Idaho, prohibiting any deed restrictions or homeowner association rules from entirely banning chicken ownership, while allowing for reasonable regulations concerning their housing and care.

Furthermore, the bill specifies that chicken ownership is applicable only to single-family dwellings on lots of at least a quarter acre and does not extend to multifamily units or properties in agricultural zones where poultry keeping is already permitted. It emphasizes the responsibility of chicken owners to educate themselves on health and management issues related to chicken ownership. The bill includes a severability clause and declares an emergency, making it effective from July 1, 2025.
