The bill also establishes liability for manufacturers and developers if minors access harmful content through their devices or apps. Manufacturers can face civil and criminal penalties if their devices do not comply with the filtering requirements, while developers are liable if they fail to accurately identify their app's capabilities. The Attorney General is granted the authority to enforce these provisions, including the ability to seek civil penalties and revoke business licenses for violations. The act is set to take effect on July 1, 2025, due to an emergency declaration.
