This bill amends Section 67-6610 of the Idaho Code regarding election campaign contributions and expenditures. It introduces new provisions that exempt certain commercial sales conducted by candidates or political committees from specific reporting requirements. Notably, if a candidate or political committee engages in commercial sales of merchandise, they are not required to record and report each individual transaction as long as the total amount of a single transaction is less than $200, and the overall sales and cost of goods sold are reported to the Secretary of State. Additionally, items sold must be available to the general public and limited availability items (five or fewer) at the start of a sale are excluded from this exemption.

The bill also clarifies that items categorized as commercial sale items are exempt from the provisions of chapter 36, title 63 of the Idaho Code. An emergency clause is included, declaring that the act will take effect on July 1, 2025.
