The proposed bill amends Title 74 of the Idaho Code by adding a new Chapter 8, which focuses on promoting transparency and ethical governance regarding travel expenses incurred by state officials. The legislative intent is to enhance public confidence in government by requiring candidates for statewide offices, elected officials, and officers-elect to report travel that is paid for by external individuals or entities. The bill specifies that travel funded through campaign contributions or personal funds is exempt from these reporting requirements.
Under the new provisions, all state officials must report any travel outside of Idaho related to governmental purposes within thirty days of their return. The report must include details such as the travel destination, dates, purpose, and the name and address of the entity that covered the expenses. Failure to comply with this reporting requirement will result in a daily late fee of $25 until the report is submitted, with the collected fees directed to the public school income fund. The bill declares an emergency, making it effective from July 1, 2025.
