Additionally, the new provisions emphasize that improvements to pedestrian and bicycle facilities should be secondary to highway projects, except when necessary for safety near schools and parks. The bill outlines that commissioners can only increase the width or relocate non-residential collector or arterial highways, and they cannot decrease their width unless mandated by federal law. If private property must be acquired for highway projects, the commissioners are required to conduct a survey and attempt to negotiate with property owners for the purchase of the necessary land. The bill declares an emergency, making it effective on July 1, 2025.
