This bill amends Chapter 18, Title 33 of the Idaho Code by adding a new section, 33-1812, which establishes an Early Literacy Readiness Program. The program aims to ensure that students entering kindergarten are equipped with the necessary literacy skills for future academic success, with a goal of achieving reading proficiency by the end of third grade. It is designed for children aged four and five within school district boundaries and emphasizes evidence-based practices aligned with the science of reading, focusing on foundational skills such as phonemic awareness, phonics, fluency, vocabulary, and text comprehension. Additionally, the program includes a component for parental involvement to enhance student learning.

School districts and public charter schools are permitted to utilize existing literacy intervention funds for this program, and they must adhere to reporting requirements outlined in the Idaho Code. The state board of education or its designee is tasked with annually evaluating the program's cost and effectiveness. The bill declares an emergency, making it effective on July 1, 2025.
