The bill amends Chapter 18, Title 33 of the Idaho Code by adding a new section, 33-1812, which establishes an Early Literacy Readiness Program. This program allows school districts and public charter schools to create initiatives aimed at preparing students entering kindergarten to develop essential literacy skills. The program targets children aged four and five and focuses on foundational reading skills such as phonemic awareness, phonics, fluency, vocabulary, and text comprehension. Additionally, it includes a component for parental involvement to encourage engagement in the child's learning process.
The bill also stipulates that school districts and public charter schools may utilize existing literacy intervention funds for this program and mandates that the state board of education or its designee conduct annual evaluations of the program's cost and effectiveness. The act declares an emergency, making it effective from July 1, 2025.
