This bill amends Chapter 5, Title 33 of the Idaho Code by adding a new section, 33-512E, which establishes provisions regarding inappropriate online behavior by students towards public school employees and others. The bill defines "inappropriate online behavior" as any online communication that harasses, threatens, or bullies public school employees or other individuals, regardless of when or where it occurs. It mandates that any such behavior be reported to the school district or public charter school governing board for investigation, which may include interviews and evidence gathering.
If the governing board finds that a student has engaged in inappropriate online behavior, it is required to meet with the student and their parents or guardians to discuss disciplinary measures. These measures can range from warnings to expulsion, depending on the severity of the behavior. The bill also clarifies that affected individuals retain the right to pursue other legal remedies. An emergency clause is included, making the act effective on July 1, 2025.
