The proposed bill amends Title 74 of the Idaho Code by adding a new Chapter 7, which focuses on transparency in legislative travel. The legislative intent is to enhance public confidence in government by requiring elected legislators and candidates for legislative office to report travel expenses paid by third parties. This includes travel related to legislative or governmental purposes, as well as issues of public policy at various levels. However, travel funded through campaign contributions or personal funds is exempt from these reporting requirements.
Under the new provisions, candidates and members of the Idaho legislature must file a report with the Secretary of State within thirty days of any qualifying travel. This report must detail the travel destination, dates, purpose, costs, and the entity that covered the expenses. Failure to comply with this reporting requirement will result in a late fee of $25 per day until the report is submitted, with the fees directed to the public school income fund. The bill declares an emergency, making it effective from July 1, 2025.
