To participate, candidates must pass a criminal history check, hold a relevant degree (bachelor's for principals and master's for superintendents), demonstrate competency in specified disciplines, be sponsored by a public school district or local education agency, and be enrolled in an accredited leadership program in Idaho.

Additionally, the bill stipulates that individuals who serve as apprentices in these roles for three consecutive years may receive the same certification as their peers, provided they meet ongoing requirements. Those who successfully complete the program and earn their administrator certificate will also be subject to ongoing review. The bill declares an emergency, allowing it to take effect immediately upon passage and approval.
