The bill amends Chapter 5, Title 40 of the Idaho Code by adding a new section, 40-529, which authorizes the Idaho Transportation Department to conduct studies aimed at improving highway linkages for safety and efficiency. The studies will focus on existing and alternative routes, particularly along state highways 95, 55, and 16, and will explore the potential for a bypass route south of Interstate 84 to connect the Nampa region to areas south of Boise. The department is also permitted to utilize prior studies and accept financial donations to offset costs associated with these planning and environmental linkages (PEL) studies.

Additionally, the bill mandates that the Idaho Transportation Department maintain detailed records of all funds received and expenditures related to the studies, with an annual report summarizing this information to be made public. The department is required to complete the studies by July 1, 2027, and publish a report detailing the findings and recommendations on its website, as well as distribute an electronic copy to the legislative services office and relevant transportation committees. An emergency clause is included, allowing the act to take effect immediately upon passage and approval.
