The bill amends Chapter 5, Title 40 of the Idaho Code by adding a new section, 40-529, which authorizes the Idaho Transportation Department to conduct planning and environmental linkages (PEL) studies aimed at improving the efficiency and safety of highway linkages in the state. The studies will focus on existing and alternate routes, specifically examining the transportation of commerce and the traveling public along state highways 95, 55, and 16, as well as exploring the potential for a bypass route south of Interstate 84 to connect the Nampa region to areas south of Boise. The department is also permitted to utilize prior studies and accept financial donations to offset costs associated with these studies.
Additionally, the bill mandates that the Idaho Transportation Department maintain detailed records of all funds received and expenditures related to the studies, with an annual report summarizing this information to be made public. The department is required to complete the studies by July 1, 2027, and publish a report detailing the findings and recommendations on its website, which will also be distributed to the legislative services office and the transportation committees of the Senate and House. An emergency clause is included, allowing the act to take effect immediately upon passage and approval.
