This bill amends Section 36-408 of the Idaho Code to revise the allocation of deer and elk tags, particularly for nonresident hunters and outfitted hunters. It establishes a maximum of 3,875 nonresident deer tags and 3,200 nonresident elk tags, or 25% of the total nonresident tag limit, whichever is greater, to be set aside for outfitted hunters. The bill mandates that these tags shall be allocated to licensed outfitted hunters in various types of hunts, including capped, limited, controlled, and any future restricted hunts. Additionally, it specifies that if any of these tags remain unsold by certain deadlines, they may be sold to the general public.

The bill also introduces new requirements for the allocation of outfitted hunter tags, including the necessity for outfitters to submit applications for their clients and the verification of tag use history. It stipulates that all big game tags used in allocated outfitted hunts must be recorded by outfitters, and it establishes administrative fees for the sale and verification of these tags. Furthermore, the bill allows for the issuance of free permits or tags to minor children with life-threatening medical conditions and disabled military veterans, as well as special auction or lottery tags for hunting wolves and big game species. An emergency clause is included, making the act effective immediately upon passage and approval.
