This bill amends the Idaho Building Code Act by introducing two new sections, 39-4117 and 39-4118, to enhance the inspection process. Section 39-4117 allows for live virtual re-inspections by the division and local governments, provided that the physical location is verified and that such inspections are not used for buildings three stories or taller. A "live virtual inspection" is defined as a real-time visual inspection conducted without the inspector being physically present, while a "live virtual re-inspection" follows a prior physical inspection.

Section 39-4118 establishes timeliness requirements for inspections requested by permit holders. If an inspection is not performed within 48 business hours, the permit holder can hire a third-party inspector and will be entitled to a refund of any fees paid for the original inspection. Additionally, if an inspector fails to provide a reason for a failed inspection within three business days, a 10% refund of the inspection fees is mandated. The bill also stipulates that third-party inspectors must meet specific qualifications and adhere to jurisdictional standards. An emergency clause is included, making the act effective on July 1, 2025.
