This bill amends Section 49-402 of the Idaho Code to include a reference to a new section and establishes a new special license plate program called the "Appeal to Heaven" license plates. The new Section 49-420T allows vehicle owners to apply for these special plates starting January 1, 2026, provided their vehicle is registered under the relevant provisions of Idaho law and does not exceed a maximum gross weight of 26,000 pounds. The initial issuance fee for these plates is set at $35, with an annual renewal fee of $25, both of which will be deposited into the state highway account to help fund the program's administration and design costs.
Additionally, the bill specifies that the design of the "Appeal to Heaven" license plate will resemble the flag portion of the United States Postal Service's 1968 six-cent stamp, featuring a brown tree trunk and the words "AN APPEAL TO HEAVEN" and "IDAHO." The bill also allows for the transfer of these special plates to another vehicle upon payment of transfer fees and exempts the new plates from certain requirements outlined in Section 49-402D. An emergency clause is included, making the act effective on July 1, 2025.
