This bill amends Title 39 of the Idaho Code by adding a new Chapter 73, which establishes provisions regarding the provision of copies of certain medical records. Under the new chapter, health care providers are required to provide one free copy of a patient's medical records, including mental health records, upon request from the patient or their authorized representatives, specifically to support claims or appeals for benefits under the Social Security Act. The request must be fulfilled within thirty days, and if an electronic format is available, it should be provided; otherwise, a paper copy may be issued.

Additionally, the bill exempts health care providers with fewer than fifty employees who are independently owned and do not contract with third-party services for record copying from these requirements. The bill declares an emergency, making it effective on July 1, 2025.
