The bill amends the Idaho Building Code Act by introducing two new sections, 39-4117 and 39-4118, to enhance inspection processes. Section 39-4117 allows the division and local governments to conduct live virtual inspections at their discretion, provided they verify the inspection location during the process. However, virtual inspections are prohibited for structural inspections on buildings that are three stories or taller. The term "live virtual inspection" is defined as a real-time visual inspection that does not require the inspector's physical presence at the job site.
Section 39-4118 establishes timeliness requirements for inspections, allowing permit holders to hire third-party inspectors if their requested inspection is not performed within fifteen business days. The costs incurred for third-party inspections will be reimbursed by the division or local government. Additionally, if an inspection fails and the inspector does not provide a reason for the failure within three days, the permit holder is entitled to a ten percent refund of their permit and inspection fees. The bill also mandates that third-party inspectors must be certified by the International Code Council. An emergency clause is included, making the act effective on July 1, 2025.
