The bill amends the Idaho Building Code Act by introducing two new sections, 39-4117 and 39-4118, to enhance inspection processes. Section 39-4117 allows for live virtual inspections by the division and local governments, provided they verify the inspection location. However, virtual inspections are prohibited for structural inspections of buildings three stories or taller. The section defines "live virtual inspection" as a real-time visual inspection that does not require the inspector's physical presence at the site.
Section 39-4118 establishes timeliness requirements for inspections, allowing permit holders to hire third-party inspectors if their requested inspection is not performed within 15 business days. The costs incurred for third-party inspections will be reimbursed by the responsible division or local government. Additionally, it mandates a 10% refund of permit and inspection fees if an inspector fails to provide a reason for a failed inspection within three days. The bill also requires that third-party inspectors be certified by the International Code Council. An emergency clause is included, making the act effective on July 1, 2025.
