This bill amends several sections of the Idaho Code to enhance the state's broadband infrastructure through a "Dig Once Policy." It emphasizes the importance of broadband connectivity for economic development and mandates the Idaho Transportation Department and single county-wide highway districts to develop nondiscriminatory rules and policies that facilitate the efficient installation of broadband infrastructure during highway construction. The bill introduces new definitions, including "micro-trenching" and "district," and outlines the responsibilities of the department and districts in notifying broadband providers about potential projects suitable for infrastructure installation.
Additionally, the bill establishes a registry for broadband providers and requires the department and districts to engage with these providers to coordinate installations. It stipulates that any longitudinal access to highway rights-of-way for broadband installation must not compromise public safety or highway efficiency. The bill also mandates that agreements with broadband providers include nondiscriminatory terms and conditions, maintenance responsibilities, and provisions for future relocation of infrastructure. An emergency clause is included, making the act effective on July 1, 2025.
