This bill amends Section 56-267 of the Idaho Code to establish specific conditions under which Medicaid eligibility expansion can be implemented. It stipulates that the state shall not execute any state plan that expands Medicaid eligibility for individuals under sixty-five years of age with a modified adjusted gross income at or below 133% of the federal poverty level until July 1, 2026, unless certain conditions are met. These conditions include maintaining a 90% federal financial participation rate, implementing work requirements for able-bodied adults, allowing eligible individuals to receive advance premium tax credits for health plans, and maintaining a Medicaid improper payment rate of 5% or less, among others.

Additionally, the bill requires the Department of Health and Welfare to notify the legislature regarding any federal waiver requests or state plan amendments related to these provisions. If the conditions for eligibility expansion are not met by the specified date, the department must terminate eligibility for the affected individuals by October 1, 2026. The bill also includes provisions for exemptions for American Indians or Alaska natives eligible for services through tribal programs. An emergency clause is included, making the act effective on July 1, 2025.
