This bill amends Chapter 12 of Title 39 of the Idaho Code by introducing two new sections, 39-1211B and 39-1211C, which establish comprehensive health and safety requirements for foster homes and outline mandatory training for foster parents. Section 39-1211B specifies various health and safety standards that licensed foster homes must meet, including requirements for safe drinking water, proper sanitation, adequate living conditions, and safety measures for children, such as smoke and carbon monoxide detectors, fire extinguishers, and safe sleeping arrangements. Additionally, it mandates that hazardous materials be stored out of children's reach and that any pets known to be dangerous are kept away from children.

Section 39-1211C requires foster caregivers to complete training on the reasonable and prudent parent standard, covering essential topics such as the rights and responsibilities of foster parents, the impact of childhood trauma, and safety protocols. Furthermore, the bill nullifies specific administrative rules from IDAPA 16.06.02 related to foster care licensing, rendering them ineffective. The bill declares an emergency, allowing it to take effect immediately upon passage and approval.
