This bill amends Section 22-1002 of the Idaho Code to revise the definition of "urban farming" by including the raising of animals for personal use or sale, and clarifying that urban farming can involve the responsible rearing of small-scale livestock or poultry to support food production goals. Under this new section, homeowners are allowed to keep up to four chickens per two-tenths of an acre, and any deed restrictions or similar agreements cannot prohibit this ownership. Homeowner associations may set reasonable rules regarding the housing and pasturing of chickens, including restrictions on roosters.

The bill specifies that these provisions apply only to single-family dwellings and do not extend to multifamily units or agricultural zones where existing regulations permit poultry keeping. The bill also includes a technical correction in the definition of "urban farming" and declares an emergency, making the act effective on July 1, 2025.
