This bill amends Section 67-2320 of the Idaho Code, which governs professional service contracts with design professionals, construction managers, and professional land surveyors. The previous threshold of fifty thousand dollars ($50,000) has been raised to one hundred thousand dollars ($100,000). This adjustment applies to contracts for which the professional service fee is anticipated to exceed this new amount, excluding previously awarded contracts for associated or phased projects.

In addition to the threshold change, the bill outlines the procedures that public agencies and political subdivisions must follow when securing contracts for professional services. These procedures include providing a general description of the services, establishing criteria for selection, scoring and ranking responses, and negotiating contracts with the highest-ranked firms. The bill also allows for the establishment of a preapproved list of firms for consideration, which can remain valid for up to five years. The act is set to take effect on July 1, 2025, due to an emergency declaration.
