This bill amends Section 67-2332A of the Idaho Code to revise the provisions regarding interagency contracts with state institutions of higher education. The key change is that agencies are now required to determine the interest of state institutions in competing for contracts, rather than mandating that all contracts be competitively solicited. If more than one institution expresses interest, the agency must seek quotes or proposals and award the contract to the institution that offers the best value based on cost and other relevant criteria. The previous requirement for competitive solicitation has been removed.
Additionally, the bill clarifies that these provisions do not apply to procurements of surplus property governed by other state or federal laws. The bill is set to take effect on July 1, 2025, and includes a declaration of emergency to expedite its implementation.
