The bill amends Section 67-2332A of the Idaho Code to revise the provisions regarding interagency contracts with state institutions of higher education. It removes the requirement that contracts between agencies and state institutions must be competitively solicited, allowing for a more flexible approach. Instead, when an agency seeks a contract with a state institution, it must first determine the interest of the institution in competing for the contract. If multiple institutions express interest, the agency is required to seek quotes or proposals and award the contract to the institution that offers the best value based on cost and other relevant criteria.

Additionally, the bill clarifies that the provisions do not apply to procurements of surplus property governed by other state or federal laws. The bill is set to take effect on July 1, 2025, following the declaration of an emergency.
