The bill amends Sections 36-411 and 36-412 of the Idaho Code to establish new provisions related to trapping education and licensing. Specifically, it introduces a requirement for individuals who did not possess an Idaho trapping license before July 1, 2011, to present a certificate of completion in trapper education to obtain a trapping license. Additionally, it allows individuals to trap under the direct supervision of a licensed outfitter or guide without needing a trapping license, provided they hold a valid big game hunting license in Idaho. The supervising guide or outfitter is responsible for ensuring compliance with reporting and tagging requirements for trapped animals.
Furthermore, the bill revises the education programs administered by the fish and game commission to include specific topics such as weapon safety, wildlife conservation laws, ethical practices, and first aid, among others. The previous language regarding the content of these programs has been deleted and replaced with a more detailed list of instructional subjects. The commission is also tasked with establishing fees for these programs, which will not exceed eight dollars for participants of all ages. The act declares an emergency, making it effective on July 1, 2025.
