REVISED
STATEMENT OF PURPOSE
RS31685C3 / H0745
This legislation amends HB 422 to restore public charter school facility funds to what they were prior to the
unanticipated reductions resulting from funding formulas impacted by the passage of HB 292 in 2023. It also
specifies that virtual charter schools created in the future are not eligible for these funds, and resolves a conflict
within Section 33-5209A, Idaho Code.
FISCAL NOTE
From FY 2021 to FY 2023, per student charter school facility funds fluctuated from $389 to $422 per student.
By pegging the funding at $400 per student in average daily attendance, this legislation does not represent an
increase to or decrease from the recent history of funding prior to the passage of HB 292 in 2023. Even if
public charter schools experience a relatively high attendance rate of 95%, the anticipated cost of $12,160,000
is covered by the moneys appropriated in the Public Schools budget.
