STATEMENT OF PURPOSE
RS31637C1 / H0718
This legislation modernizes K-12 funding by including a student-based component. It shifts general
discretionary funding from a support unit-based amount to a student-based amount. It declares that weights
will be added to the student-based funding in the future to reflect student characteristics.
The legislation requires certain data to be posted online, allows districts and charters funding flexibility if certain
performance criteria are met, and states that the school payment schedule will be re-evaluated.
FISCAL NOTE
This legislation causes no additional expenditure of funds at the state or local level of government. The total
amount distributed in public schools DISCRETIONARY funding for Fiscal Year 2025 will be distributed on a
per student basis instead of support units. No district or charter will receive less funding with the per student
model than it did with the support unit model.
