STATEMENT OF PURPOSE

This legislation moves the Emergency Medical Services (EMS) Bureau out of the Idaho Department of Health
and Welfare and relocates it into the Office of Emergency Management. All existing EMS programs except
the Public Health Preparedness and Response Program will be moved effective July 1, 2025. The directors of
the Idaho Department of Health & Welfare and the Office of Emergency Management will work together to
coordinate the transfer of the EMS Bureau. The Office of Emergency Management will also be responsible for
preparing a budget request for EMS functions for fiscal year 2026.
FISCAL NOTE
There is no impact to the General Fund in fiscal 2025. The dedicated fund would be moved from the Idaho
Department of Health & Welfare to the Office of Emergency Management, and existing resources would be
used to transfer responsibilities.
Beginning in fiscal year 2026, cost share will provide for supplemental EMS services. For the first year of
implementation the projected cost is $2.2 million. Future costs will be determined on local input regarding
program needs and budget adjustments. There could be a federal cost-share for these services.
