STATEMENT OF PURPOSE
RS31600 / S1418
This legislation requires that schools in Idaho adopt policies and procedures as it relates to school employees
and their ability to conceal carry firearms for school safety purposes. Schools shall adopt policies for qualifying
and authorizing employees to conceal carry. Prerequisites shall include initial and yearly refresher training in
consultation with Idaho’s law enforcement agencies.
Requirements are established at the local level by the governing boards of each education agency. They shall
work with staff, parents, community members, and law enforcement groups in establishing policy that works
best in their school districts and communities. This legislation protects the confidentiality of the employee by
ensuring their approval is exempt from disclosure.
Policies and procedures regarding the process of authorization will be made available to parents and the public.
Additionally, this legislation requires that any “gun free school zone” signs are accompanied with additional
signage indicating there are staff who are armed in accordance with the provisions in this statute.
FISCAL NOTE
There is no fiscal impact to the state General Fund. However, if the local school district or public charter
school chooses to provide financial reimbursement to the employee for training, there may be a cost to those
educational entities.
