STATEMENT OF PURPOSE
RS31524 / S1381
Idaho’s liquor license quota system is based on a city’s residential population. In resort cities, where populations
fluctuate widely based on tourism, residential population is a poor measure of the actual number of people in
town at a given time. This bill would create a resort city restaurant liquor license, allowing up to three additional
liquor licenses for restaurants in resort cities, subject to approval by the city. The majority of the restaurant’s
revenue must be from food, and liquor may only be sold during the hours food is served.
FISCAL NOTE
There will be no impact to the general fund because it does not expand Alcohol Beverage Control (ABC) or
Idaho Liquor Division, and existing licensing fees apply.
