STATEMENT OF PURPOSE
RS31450 / S1376
This proposal will allow legislators to employ public property and resources, such as email and letterhead, when
advocating for or against an initiative or referendum in the same ways they advocate for or against any other
proposed law.
FISCAL NOTE
De minimis fiscal impact is anticipated. Costs associated with the state email system are fixed. Some legislators
pay for their own letterhead, others employ letterhead provided by the state. The number of pieces of mail a
legislator may employ with letterhead where postage is paid by the state is already limited. That allotment for
postage and letterhead will not increase as a result of this bill, so the net effect will likely be the same as current
practices.
