STATEMENT OF PURPOSE

This bill creates an Office of Early Childhood to oversee the state’s early childhood services. It supports family
choice by charging the Office with making it easier for families to find the early childhood services they need.
It also supports the independent businesses operating in the early childhood field by streamlining oversight and
accountability for their use of public funds.
FISCAL NOTE
This legislation creates a new department that will be subject to appropriation by the Joint Finance and
Appropriation Committee (JFAC), which is responsible for determining the levels of funding. There is an
expected one time cost to set up and staff the department for the initial year of up to $750,000 for the first
fiscal year. The legislation directs the new department to identify which programs and funding sources would
be transitioned and to come back to the legislature in 2025 for approval.
