STATEMENT OF PURPOSE

This legislation establishes a pay-for-performance accredited adult workforce high school diploma program for
those aged twenty-two and older. The program will be administered by the Idaho State Board of Education.
Eligible providers may offer the program in campus based, online or blended modality. This performance-based
model allows providers to offer outcomes-based instruction and curriculum including employability skills,
career pathways, and certifications intended to prepare adult learners for employment.
These tier 1 regionally accredited diplomas will be recognized by higher education institutions and the U.S.
Military.
FISCAL NOTE
This legislation creates an account and does not specify the total amount to be allocated. This legislation is
subject to appropriation by the Joint Finance and Appropriation Committee (JFAC), which is responsible for
determining the levels of funding. For a two-year pilot, a transfer of $3 million would serve an estimated
450 graduates. In addition, the Idaho State Board of Education would need one FTE ($100,000 per year) to
administer the two-year pilot.
