STATEMENT OF PURPOSE

This legislation establishes the “Counseling Compact,” allowing Licensed Clinical Professional Counselors
(LCPCs), to voluntarily be licensed to practice in-person or telehealth in any compact state under a
privilege-to-practice, which is equivalent to a license. To obtain a privilege-to-practice, an LCPC must have
an active, unencumbered license issued by the LCPC’s home state, obtain a fingerprint based criminal history
check, and hold an unrestricted license for at least two years.
FISCAL NOTE
There is no impact to the state’s General Fund. The Counseling Compact is voluntary, and any fees, such as
commission, background checks, and privilege-to-practice will be the responsibility of the LCPC voluntarily
applying for a privilege-to-practice in another state.
