STATEMENT OF PURPOSE
RS30547 / HJM005
In response to the denial of Idaho’s petition to the U.S. Fish and Wildlife Service (USFWS) and U.S. Department
of Interior (DOI) to delist grizzly bears in the lower 48 states, this memorial asks for the following: (a) calls
upon Congress to act promptly by delisting grizzly bears in the lower 48 states from the Endangered Species
Act; (b) calls upon the DOI and USFWS to reverse the determination on Idaho’s delisting petition by relying
on federal law, policy, and science, and to proceed with delisting of grizzly bear in the lower 48 states; and
(c) acknowledges that without state and local management, grizzly bear population recovery and conservation
would not be successful.
FISCAL NOTE
This legislation causes no additional expenditure of funds at the state or local level of government, nor does it
cause an increase or decrease in revenue for state or local government. Therefore the legislation has no fiscal
impact.
