STATEMENT OF PURPOSE

This legislation closes three loopholes in Idaho’s food stamp program and returns greater accountability and
oversight to the Idaho legislature. This bill limits the Department of Health and Welfare's ability to waive
work requirements for the SNAP program by implementing the following provisions: 1) it would not allow
the department to use geographic waivers without the legislature's express approval; 2) it prohibits the use
of no-good-cause exemptions; and, 3) it implements mandatory employment and training for all able-bodied
enrollees in food stamps.
FISCAL NOTE
This legislation should have a minimal-to-no adverse impact on the General Fund or other state funds. Not
only is the federal government responsible for a portion of the share of Employment and Training (E&T)
expenses, but the proposed legislation would likely reintroduce approximately 21,138 work registrants to
the Idaho workforce and increase the state's gross domestic product by $396 million, producing an unknown
net-positive effect on state revenues. Therefore, the fiscal impact to the state is likely a net increase in revenue.
