STATEMENT OF PURPOSE

To more equally balance the distribution of money derived from each license endorsement pursuant to the
provisions of Section 36-414, between big game depredation and sportsman’s access and change the annual
limit for any individual big game depredation claim from a percent of the annual appropriation to a fixed amount
equal to $125,000.
FISCAL NOTE
There is no fiscal impact to the General Fund. Revenue generated by the Fish and Game license endorsement
has consistently exceeded expectations since its inception. The original intent of the endorsement was that it
would provide roughly equal amounts of money for priority Fish and Game Department objectives related to
big game crop depredation and sportsmen’s access. Balancing the split of funds will increase the dedicated
revenue to the expendable big game depredation fund by $250,000 annually. Additionally, the Department is
requesting an FY23 on-going appropriation increase of $500,000 in the license endorsement set-aside access
program to allow the full amount of money provided by the license endorsement to be put to its intended purpose
of providing sportsmen’s access (subject to the statutory restriction that none of these monies will be used
to purchase private property). The Department also requests an FY23 on-going appropriation increase in the
ACCESSYES! Program by $1,400,000 in license funds, and by $440,000 in Federal funds to more closely
align the budget with the actual revenue being earned from the sale of SuperHunt big game tags and available
Pittman-Robertson funds.
