STATEMENT OF PURPOSE
RS29528 / S1311
This legislation declares the patented “Idaho Cut” to be a state symbol and the official state cut for faceted
gemstones. This designation honors the legacy of Quincy Douglas Howell (1908-1992). A remarkable
American, WWII Air Force Officer, and Idahoan who became one of the top five experts in the faceting world
who named his most prized patent the “Idaho cut.”
FISCAL NOTE
The proposed legislation will have no fiscal impact to the general fund or local governments because the
legislation simply changes a policy for a state symbol which is already managed by the Secretary of State.
