STATEMENT OF PURPOSE

This proposed change to Idaho Code Section 46-805, simplifies provisions regarding the Idaho Youth
ChalleNGe Academy (“IDYCA”). Currently, Idaho Code Section 46-805(2)(b) requires the Governor to select
and appoint the members of the IDYCA Governing Board without input from the Idaho Military Division
Adjutant General. The proposed change will allow the Adjutant General to vet and nominate individuals for
the Governing Board.
FISCAL NOTE
This legislation will have no impact on the state’s General fund or any dedicated fund or federal fund because
the change has nothing to do with IDYCA funding. It is strictly to allow the Adjutant General the ability to
nominate individuals for the Governor’s selection.
