STATEMENT OF PURPOSE

This legislation creates a Big Payette Lake water quality council and Lake Cascade water quality council in
Valley County. The members of each council will be appointed by the governor from members of the general
public and Valley County local governments.
The primary responsibility of each council is to authorize scientific studies as well as collect scientific and
other data on the respective lakes. Based on such information, the council has the further responsibility to
make recommendation to appropriate local, state, and federal regulatory agencies to take actions to improve
the water quality in each lake. The councils do not have regulatory authority of any type.
The legislation provides that the councils are to work cooperatively with local, state, and federal agencies and
provide for public participation in council activities.
FISCAL NOTE
There is no fiscal impact to the general fund or to any other state or local government tax revenue source.
Funding for the council's activities will come from private, non-governmental sources.
