STATEMENT OF PURPOSE

The Yellow DOT Program provides critical information to first responders in the "golden hour" following a
traffic crash, when victims may be unable to communicate themselves. Citizens who choose to participate will
receive a Yellow DOT decal, a Yellow DOT folder, and a medical information sheet that is completed and
placed in their glove compartment. The information is not kept by any agency, database or person, and can
only be used by a first responder in case emergency medical attention is needed. Those who participate place
the Yellow DOT decal in the back window of their car.
FISCAL NOTE
The Emergency Medical Services estimates that production cost of the initial 25,000 kits is $7,000 ($0.28
each). There will be some additional expense for website development, labor associated with putting the kits
together, and mailing them out to participants and partners, estimated at another $10,000, for a total of $17,000.
EMS would work Yellow DOT awareness into existing travel commitments to keep the expense line as low as
possible. Other state programs are funded with "402 funding" (federal highway safety funds). Idaho's Office of
Highway Safety staff at ITD use 402 funding for similar projects, so there are opportunities to partner between
EMS and ITD.
