The bill establishes the Iowa rural health transformation fund, which will be managed by the Department of Health and Human Services (HHS). This fund is created to receive moneys from the federal rural health transformation program and is designed to be separate from the state's general fund. The funds will be appropriated for use in accordance with federal guidelines, and any interest or earnings generated will be credited back to the fund.

Additionally, the bill mandates that HHS report to the general assembly on a quarterly basis regarding expenditures from the fund, including specific details on where the funds have been utilized within the state. HHS is also required to provide copies of all financial and performance reports related to the rural health transformation program submitted to federal authorities. The provisions of this bill will remain in effect until it is repealed on October 1, 2032.
