This bill amends current Iowa law regarding the transfer of alcoholic beverages between retail alcohol licensees with identical ownership. It removes the provision that allowed licensees to deliver alcoholic liquor, wine, or beer to another licensed premises only if there was identical ownership of the premises by the licensee. Instead, the bill introduces a new section that permits licensees to transfer alcoholic liquor between their licensed premises without it being classified as a delivery under existing law.

Under the new provisions, the transferred alcoholic liquor will remain classified as inventory owned by the transferring licensee until it is placed on the premises of the receiving licensee. Once placed, it will then be considered the inventory of the receiving licensee for regulatory and enforcement purposes. Additionally, licensees conducting these transfers are required to maintain detailed records of the transactions for three years, which must be accessible for inspection by the department of revenue.
