This bill amends Section 414.5 of the Iowa Code to modify the process by which property owners can protest proposed changes in zoning districts. It allows city councils to impose additional conditions on property owners as part of an ordinance changing zoning districts or approving site development plans, provided these conditions are agreed to in writing by the property owner before the public hearing. The bill specifies that these conditions must be reasonable and directly address public needs resulting from the requested change.

Additionally, the bill changes the requirements for filing a written protest against zoning changes. Instead of requiring signatures from owners of twenty percent or more of the area of the lots included in the proposed change, the protest must now be signed by a majority of the owners of those lots or by owners of twenty percent or more of the property located within 200 feet of the affected property. Furthermore, it reduces the threshold for council approval from a three-fourths majority to a two-thirds majority for the change or repeal to take effect.
