This bill amends Section 8A.367 of the Iowa Code to require that any rental or leasing of passenger vehicles with internal combustion engines powered by diesel fuel must come from manufacturers that explicitly state their engines can operate on biodiesel blended fuel classified as B-20 or higher. This new requirement is aimed at ensuring that state contracts for passenger vehicles align with environmental standards and promote the use of biodiesel.

The bill also establishes that this requirement will apply to contracts issued or renewed on or after July 1, 2026. This aligns the rental and leasing process for state vehicles with existing competitive bidding procedures for purchasing diesel-powered vehicles, which already mandate similar certifications from manufacturers.
