This bill establishes regulations for nonmedical pregnancy resource centers in Iowa, defining them as entities that do not provide medical services, offer counseling related to pregnancy and childbirth, and do not refer for abortions. It mandates that these centers disclose their non-licensed status and provide information about the nearest hospital or clinic offering pregnancy delivery services. Additionally, the bill requires that ultrasounds at these centers be performed by licensed healthcare providers and that all patient data be kept confidential in compliance with state and federal laws, including HIPAA.
Furthermore, the bill repeals the existing "More Options for Maternal Support" (MOMS) program and directs the Department of Health and Human Services (HHS) to terminate it by August 31, 2026. Any unspent funds from the MOMS program will be redirected to increase reimbursement rates for labor and delivery services under the medical assistance program, with an appropriation of $1 million from the state general fund for the fiscal year 2026-2027 for this purpose. The bill is effective immediately upon enactment.
