This bill amends the process for issuing temporary restricted licenses (TRLs) to individuals whose noncommercial drivers licenses are suspended or revoked under Iowa law. It allows the Department of Transportation (DOT) to issue a TRL if the individual submits an application with the required fee and proof of successful completion of a remedial driver improvement action. The bill removes previous restrictions that limited the TRL to specific places and times, enabling individuals to operate a motor vehicle in any manner permitted for a valid class C drivers license.
Additionally, the bill eliminates several subparagraphs and a paragraph related to the issuance of TRLs, streamlining the process. It also clarifies that individuals who hold a TRL issued before the effective date of this Act are not required to complete a remedial driver improvement action and may continue to operate a vehicle under the existing restrictions. The bill maintains the current prohibitions on issuing TRLs for certain violations and does not alter the conditions under which a TRL may be canceled.
